டெல்லியில் உள்ள புனித ஸ்டீபன் கல்லூரி வேலைவாய்ப்பில் கிறிஸ்தவர்களுக்கே முன்னுரிமை கொடுக்கிறது என்று 2008 ஜூலை 10ம் தேதி வெளியான ‘ஹிந்துஸ்தான் டைம்ஸ்’ நாளிதழும், 2008, ஜூலை 18ம் தேதி வெளியான ‘இந்தியன் எக்ஸ்பிரஸ்’ நாளிதழும் செய்தி வெளியிட்டிருந்தன. அப்போது முதல்வர் பொறுப்பில் இருந்த எம்.எஸ்.பிராங்க், கிறிஸ்தவர்களுக்கு மட்டுமே வேலை வாய்ப்பு அளிக்கப்பட வேண்டும் என்பதில் உறுதியாக இருந்தார். ஒரே தகுதி உடைய கிறிஸ்தவ வேட்பாளரும், கிறிஸ்தவர் அல்லாத வேட்பாளரும் ஒரு பணிக்கு விண்ணப்பித்தால் கிறிஸ்தவ வேட்பாளரை தேர்ந்தெடுக்க வேண்டும் என்பதில் கல்லூரி நிர்வாகம் உறுதியாக இருந்தது. இங்குமட்டும்தான் இப்படிப்பட்ட நிலை என்பதில்லை. இந்தியா முழுவதும் ஹிந்துக்களுக்கு இத்தகைய அநீதி தொடர்ந்து இழைக்கப்பட்டுவருகிறது. ஹிந்துக்கள் காங்கிரஸுக்கும் கம்யூனிஸ்டு கட்சிக்கும் தொடர்ந்து வாக்களித்துக் கொண்டே இருந்தால் இந்த அநீதியும் தொடர்ந்து கொண்டே இருக்கும்.

இந்தக் கல்வி நிறுவனங்கள் தங்களது நிலைப்பாட்டை நியாயப்படுத்த உச்சநீதிமன்ற முடிவை மேற்கோளாகக் காட்டுகின்றன. சிறுபான்மையினர் நடத்தும் கல்வி நிறுனவங்களில் ஹிந்துக்களுக்கு சம உரிமை கிடையாது என்பதை அரசியல் சாசனத்தின் 14ஆவது பிரிவு உறுதிப்படுத்தியுள்ளதாக உச்சநீதிமன்றம் குறிப்பிட்டுள்ளது. அந்தக் கல்வி நிறுவனத்திற்கு அரசின் உதவி கிடைத்து வந்தாலும் சரி, அல்லது கிடைக்காவிட்டாலும் சரி, அதில் எந்த ஒரு மாற்றமும் கிடையாது. சுருக்கமாகச் சொன்னால் அரசியல் சாசனத்தின் 14ஆவது பிரிவு கல்வி நிறுவனங்களில் ஹிந்துக்களுக்கு சம உரிமைகிடையாது என்பதை உறுதிப்படுத்தியுள்ளதாக உச்சநீதிமன்றம் குறிப்பிட்டுள்ளது. இது அரசியல் சாசனத்திற்கு உச்சநீதிமன்றம் தந்துள்ள தவறான விளக்கமாகும்.

3. இந்திய அரசியல் சாசன பிரிவுகள் 15, 16, தாழ்த்தப்பட்ட ஹிந்துக்களுக்கு 15% பழங்குடியின ஹிந்துக்களுக்கு 7.5 சதவீதமும் அளிக்கப்படவேண்டும் என்று குறிப்பிடுகின்றன. ஆனால் அரசியல் சாசன ரீதியாக அளிக்கப்பட்டுள்ள இந்த உத்தரவாதம் அது கல்வி சார்ந்ததாக இருந்தாலும் சரி, அல்லது வேலைவாய்ப்பு சார்ந்ததாக இருந்தாலும் சரி, சிறுபான்மை நிறுவனங்களில் ஹிந்துக்களுக்கு கிடைப்பதில்லை. ஹிந்துக்களுக்கு உரிமை மறுக்கப்படுகிறது. இதற்கு ஹிந்துக்களின் வாக்குகளைப் பெற்றுள்ள காங்கிரஸ் போன்ற கட்சிகள் மறைமுகமாக ஆதரவு அளிக்கின்றன.

இதர பிற்படுத்தப்பட்ட ஹிந்துக்களுக்கு 27சதவீதம் இட ஒதுக்கீடு அளிக்கப்பட்டுள்ளது. அரசியல் சாசன ரீதியாக இந்த உத்திரவாதம் அவர்களுக்கு கிடைக்காதபடிக்கு மன்மோகன்சிங் அரசு குளறுபடி வேலைகளைச் செய்துகொண்டிருக்கிறது. தாழ்த்தப்பட்டோர், பழங்குடியினர், இதர பிற்படுத்தப்பட்ட வகுப்பினர் என பலதரப்பட்ட ஹிந்துக்களுக்கும் எல்லா சிறுபான்மைக் கல்வி நிறுவனங்களிலும் உரிய இட ஒதுக்கீடு அளிக்கப்பட வேண்டும். ஆனால் உண்மையில் அவ்வாறு அளிக்கப்படுவதில்லை. அரசியல் சாசனத்தின் சில ஷரத்துக்கள் சில இடங்களில் பிரயோகிக்கப்படுகின்றன. சில இடங்களில் பிரயோகிக்கப் படாமல் இருக்கின்றன. இப்படி பாரபட்சமாக அரசியல் சாசன சரத்துக்களை பிரயோகிப்பது கண்டனத்திற்குரியது. இந்தக் குறைபாட்டை நிவர்த்தி செய்ய நடவடிக்கை எடுக்கப்பட வேண்டும்.

buta-singhதேசிய தாழ்த்தப்பட்டோர் ஆணையத்தின் தலைவராக காங்கிரஸ் கட்சியைச் சேர்ந்த மூத்த தலைவர் பூட்டாசிங் உள்ளார். கிறிஸ்தவ மதத்திற்கும் இஸ்லாமுக்கும் மாறிய ஹிந்து தலித்துக்களுக்கு தொடர்ந்து தாழ்த்தப்பட்டோர் இட ஒதுக்கீட்டின் கீழ் சலுகை அளிக்கப்படவேண்டும் என்று பூட்டாசிங் தலைமையிலான தேசிய தாழ்த்தப்பட்டோர் ஆணையம் கூறியுள்ளது. அந்த ஆணையம் கூட 15 சதவீதம் தாழ்த்தப்பட்டோர் இட ஒதுக்கீட்டின் கீழ் இவர்களை சேர்க்கவே கூடாது என்று குறிப்பிட்டுள்ளது. பொதுவாக ஹிந்துக்களுக்கு உள்ள ஒதுக்கீட்டைக் குறைத்து மதம் மாறிய தலித் பிரிவினருக்கு என பிரத்தியேகமாக இட ஒதுக்கீடு வழங்கவேண்டும் என்று பரிந்துரைத்துள்ளது. ‘டைம்ஸ் ஆஃப் இந்தியா’ 14.07.2007 பொதுவாக உள்ள ஹிந்துக்களுக்கான பங்கை குறைக்க வேண்டும் என்பதுதான் இந்த ஆணையம் கூறியுள்ள பரிந்துரையின் சாரம்சமாகும். இதுவும் வாக்குவங்கி அரசியலைக் கருத்தில்கொண்டதே.

nmdfcஹிந்து மாணவர்கள் கல்விக் கடன் பெறுகிறார்கள். அவர்களுக்கு ஆண்டு வட்டி விகிதம் 10 சதவீதம் முதல் 12 சதவீதம் வரை உள்ளது. ஆனால் சிறுபான்மை சமூகத்தைச் சேர்ந்த மாணவர்கள் தேசிய சிறுபான்மையினர் மேம்பாடு மற்றும் நிதி கழகத்திடமிருந்து ஆண்டுக்கு 3 சதவீதம் வட்டியில் கடன் பெறுகிறார்கள். இந்த நிதி கழகம் நிதியமைச்சகத்தின் கீழ்தான் இயங்குகிறது. இதை உறுதிப்படுத்திக்கொள்ள www.nmdfc.org இணையத்தைப் பாருங்கள். ஹிந்து மாணவர்கள் வஞ்சிக்கப்படுகிறார்கள். இந்தப் பாரபட்சத்திற்கு காரணம் காங்கிரஸ் தலைமையிலான ஐக்கிய முற்போக்கு கூட்டணிக்கு ஹிந்துக்கள் வாக்களித்ததுதான்.

2009, ஆகஸ்ட் 27ஆம் தேதி, மாணவரின் பெற்றோர் ஈட்டுகின்ற ஆண்டு வருமானம் ரூ. 4.5 லட்சத்திற்கும் குறைவாக இருந்தால் முழு வட்டித் தொகையும் மானியமாக அளிக்கப்படும் என்று மன்மோகன்சிங் அரசு அறிவித்தது. இந்த மானியம் படிப்பை முடிக்கும் வரைதான். படிப்பு முடிந்த பிறகு கடனை வட்டியுடன் திரும்பச் செலுத்த வேண்டும். ஹிந்து மாணவர்களுக்கான ஆண்டு வட்டி விகிதம் 10 சதவீதம் முதல் 12 சதவீதம் வரை. ஆனால் சிறுபான்மை மாணவர்களுக்கான ஆண்டு வட்டி விகிதம் 3 சதவீதம் மட்டுமே.

loans4. புதிதாக வியாபாரத்தையோ அல்லது தொழிலையோ தொடங்க வர்த்தக வங்கிகளிலிருந்து ஹிந்து இளைஞர்கள் பெறுகின்ற கடன் தொகைக்கு வருடாந்திர வட்டியாக 15 சதவீதம் முதல் 18 சதவீதம் வரை கட்டவேண்டும். இதற்காக ஹிந்து இளைஞர்கள் ஆரம்ப தொகையாக திட்ட செலவில் 15 சதவீதம் முதல் 40 சதவீதம் வரை திரட்டிக்கொள்ளவேண்டும். எஞ்சிய தொகை மட்டும்தான் வங்கியால் அளிக்கப்படும். ஆனால் சிறுபான்மை இளைஞர்கள் ஆரம்பத் தொகையாக திட்ட செலவில் 5 சதவீதம் கட்டினால் போதுமானது. 35 சதவீதம் தொகையை தேசிய சிறுபான்மையினர் மேம்பாடு மற்றும் நிதி கழகம் செலுத்திவிடும். அதற்கு ஆண்டு வட்டி 3 சதவீதம் மட்டுமே. வர்த்தக வங்கிகள் சிறுபான்மையினரிடம் வசூலிக்கும் வட்டி விகிதம் ஹிந்துக்களின் வட்டிவிகிதத்தைவிட 2 சதவீதம் குறைவே.

2007, மார்ச் 13ஆம் தேதி அப்போதைய நிதியமைச்சர் ப.சிதம்பரம் மாநிலங்களவையில் கடன் வழங்கப்பட்டுள்ள விவரம் குறித்து முக்கிய தகவலை தெரிவித்தார். முதன்மை துறைக்கு வழங்கப்பட்டுள்ள கடன், சிறுபான்மையினருக்கு 33 சதவீதம் அதிகரித்துள்ளது. அதாவது 2006ல் மார்ச் 31ன் படி அவர்களுக்கு வழங்கப்பட்டுள்ள கடன் ரூ. 45,490 கோடி. இது 2004ம் ஆண்டு மே மாதம் ரூ. 34,654 கோடியாக இருந்தது.

இதில் பொதிந்துள்ள விஷயம் என்ன? ஹிந்து வியாபாரிகள் மற்றும் தொழில் அதிபர்களுக்கு வங்கிக் கடன் கிடைப்பது சிரமம் என்பதுதான். ஐக்கிய முற்போக்கு கூட்டணி அரசில் இதுதான் தொடர்ந்து கொண்டிருக்கிறது. வங்கிகளில் ஹிந்துக்களுக்கு வஞ்சனை செய்யப்படுகிறது. ஹிந்துக்கள் இரண்டாம்தரக் குடிமக்களாக நடத்தப்படுகிறார்கள். ஹிந்துக்களின் வாக்குகளைப் பெற்று அவர்களுக்கே வஞ்சகம் செய்து வருகிறார்கள், காங்கிரஸ் கட்சியினரும் அவர்களோடு தோழமை கொண்டுள்ள கட்சியினரும்.

5. மன்மோகன்சிங் அரசு, ஐ. ஐ.என்., ஐ.ஐ.டி. போன்ற இந்தியாவில் முதல் இடத்தில் உள்ள 70 கல்வி நிறுவனங்களில் ஹிந்து மாணவர்கள் பயிலவேண்டுமானால் அவர்கள் கல்விக் கட்டணத்தை முழுமையாக செலுத்தியாக வேண்டும். அவர்கள் இடதுசாரி மாணவர்களாக இருந்தாலும் சரி வலதுசாரி மாணவர்களாக இருந்தாலும் சரி. வட இந்தியர்களாக இருந்தாலும் சரி, தென் இந்தியர்களாக இருந்தாலும் சரி, காங்கிரஸ் மாணவர்களாக இருந்தாலும் சரி, கம்யூனிஸ்டு மாணவர்களாக இருந்தாலும் சரி. இதில் எந்த மாற்றமும் கிடையாது. ஆனால் சிறுபான்மை சமூகத்தைச் சேர்ந்த மாணவர்களுக்கு அரசே கல்வி கட்டணத்தைக் கட்டிவிடும்.

அரசு வேலைவாய்ப்புக்கான போட்டி தேர்வுகளுக்கு பயிற்சி அளிக்க பல முன்னணி நிறுவனங்கள் இயங்கி வருகின்றன. இவற்றில் ஏதேனும் ஒன்றில் சேர சிறுபான்மை சமூக மாணவர்கள் முன்வந்தால் அவர்களுக்கான கட்டணத்தை அரசே செலுத்திவிடும். ஆனால் ஹிந்து மாணவர்கள் அவர்களுக்கான கட்டணத்தை அவர்களேதான் செலுத்தவேண்டும். இது பற்றிய விவரங்களை www.minorityaffairs.gov.in இணையதளத்தில் பார்க்கலாம்.

fees-exemption-for-minoritiesசிறுபான்மை சமூக மாணவர்களுக்கு தொடக்கம் முதல் மேல்பட்டப்படிப்பு வரை பல்வேறு நிலைகளிலும் சலுகைகள் வாரிவழங்கப்பட்டு வருகின்றன. 50 சதவீததிற்கும் குறையாத மதிப்பெண் எடுத்தால் சிறுபான்மை சமூக மாணவர்களுக்கு கல்விக் கட்டணம் கிடையாது என்பதாக சலுகை அளிக்கப்படுகிறது. ஆனால் இந்தச் சலுகை ஹிந்து மாணவர்களுக்கு கிடையாது. தாழ்த்தப்பட்டோர் பழங்குடியினர், இதர பிற்படுத்தப்பட்ட ஹிந்துக்கள் இவ்வாறெல்லாம் அநீதிக்கு உள்ளாகி வருகிறார்கள். இவர்கள் 60 சதவீதத்துக்கும் மேல் மதிப்பெண் பெற்றால்தான் கல்வி உதவித் தொகையை எதிர்பார்க்கமுடியும். ஆனால் கிறிஸ்தவர்களும் முஸ்லிம்களும் இதைவிட குறைந்த மதிப்பெண் பெற்றாலும் கல்வி உதவித் தொகை பெறமுடிகிறது. தாழ்த்தப்பட்டோர், பழங்குடியினர், இதர பிற்படுத்தப்பட்ட ஹிந்துக்கள் 6ஆம் வகுப்பிலிருந்துதான் கல்வி உதவித் தொகை பெறுகிறார்கள். ஆனால் சிறுபான்மையினர் முதலாம் வகுப்பிலிருந்தே கல்வி உதவித் தொகை பெறமுடிகிறது. தாழ்த்தப்பட்டோர், பழங்குடியினர், இதர பிற்படுத்தப்பட்ட ஹிந்துக்கள் 6ஆம் வகுப்பிலிருந்துதான் கல்வி உதவித் தொகை பெறுகிறார்கள். ஆனால் சிறுபான்மையினர் முதலாம் வகுப்பிலிருந்தே கல்வி உதவித்தொகை பெற ஆரம்பித்து விடுகிறார்கள்.

6. இப்போது நான் குறிப்பிடுவது பல ஹிந்துக்களுக்கு பெரும் அதிசயமாக, ஆச்சரியமாகத் தோன்றலாம். ஆனால் அதுதான் உண்மை. இந்திய அரசில் பல பணிகள் உள்ளன. இவற்றை வகிப்பவர்களுக்கு ஹிந்துக்களிடம் வசூலிக்கப்பட்ட பணத்திலிருந்துதான் சம்பளம் கொடுக்கப்படுகிறது. ஆனால் எவ்வளவு விசாலமான மனப்பான்மை உடையவராக இருந்தாலும் சரி, அல்லது மார்க்சிஸ்டாக இருந்தாலும் சரி இந்தப் பதவிகளுக்கு ஹிந்துக்கள் வரவே முடியாது. ஹிந்துக்கள் தடுக்கப்பட்டுள்ளார்கள். தேசிய மற்றும் பிராந்திய சிறுபான்மையினர் ஆணையம் டெல்லியில் உள்ள புனித ஸ்டீபன் கல்லூரி முதல்வர், இதேபோல இன்னும் ஏராளமான கல்வி நிறுவனங்களில் தலைமைப் பதவிகள் இந்தியா முழுவதும் இதைப்போல பல்லாயிரம் பதவிகள் உள்ளன.

தேசிய சிறுபான்மை ஆணையத்தின் மூன்றாவது விதியின்படி ஓர் ஹிந்து அதன் தலைவராக வரமுடியாது. 7 உறுப்பினர்களில் குறைந்த பட்சம் 5 உறுப்பினர்கள் (தலைவரையும் சேர்த்து சிறுபான்மை சமூகத்தைச் சேர்ந்தவர்களாகத்தான் இருக்கவேண்டும். இப்படிப்பட்ட சட்டத்தை கொண்டுவந்தது, நரசிம்மராவ் அரசாகும்.)

தேசிய சிறுபான்மை கல்வி ஆணையத்தின் நான்காவது விதியின்படி சிறுபான்மை சமூகத்தைச் சேர்ந்தவர்கள் மட்டுமே அதன் தலைவராகவும் உறுப்பினர்களாகவும் இருக்கமுடியும் என்று 2004 ஆம் ஆண்டு மன்மோகன்சிங் அரசு சட்டம் கொண்டுவந்தது. இதன்படி ஹிந்துக்கள் யாரும் இந்த ஆணையத்தில் அங்கம் வகிக்கவே முடியாது.

சச்சார் கமிட்டியிலும் சரி, ரங்கநாத் கமிஷனிலும் சரி ஹிந்துக்களின் பிரதிநிதிகள் மிகவும் குறைவு. அவர்களது எண்ணிக்கைக்கு ஏற்ப பிரதிநிதித்துவம் அளிக்கப்படவில்லை. 2006 மார்ச் 10 ம் தேதி மக்களவையில் தேசிய சிறுபான்மையினர் கல்வி ஆணையத் திருத்தம் கொண்டுவரப்பட்டது இது 2004ல் வெளியிடப்பட்ட காங்கிரஸ் தேர்தல் அறிக்கைக்கு ஏற்ப மேற்கொள்ளப்பட்ட நடவடிக்கையாகும். மதச் சிறுபான்மையினர் கல்வி நிறுவனம் தொடங்குவது தொடர்பாக விண்ணப்பம் அளித்தால் மாநில அரசுகள் அதைப் பரிசீலித்து 90 நாட்களுக்குள் தடையின்மை சான்றிதழை வழங்கவேண்டும். அல்லது தடைவிதித்தால் எதன் அடிப்படையில் தடைவிதிக்கப்படுகிறது என்பதற்கான காரணத்தைத் தெரிவிக்கவேண்டும் என்பது தான் திருத்தத்தின் சாராம்சமாகும். பாதிக்கப்பட்ட சிறுபான்மையினர் இது தொடர்பாக ஆணையத்தை அணுகி நிவாரணம் கோரமுடியும். இதன் அடிப்படையில் ஆணையம் மாநில அரசுடன் ஆலோசனை நடத்தி இறுதி முடிவை எடுக்கும். ஹிந்துக்கள் முற்றிலுமாக இதிலிருந்து ஒதுக்கிவைக்கப்பட்டுள்ளனர். மதச்சார்பின்மையாளர்கள் என்று சொல்லிக்கொள்பவர்களுக்கும் இடம் கிடையாது. மார்க்சிஸ்டுகளுக்கும் இடம் கிடையாது. ஹிந்து என்றாலே மொத்தத்தில் இடம் கிடையாது. 2004ஆம் ஆண்டு நவம்பர் மாதம் நாடாளுமன்றதில் நிறைவேற்றப்பட்ட சட்டம் ஹிந்துக்களுக்கு அநீதி இழைத்துவிட்டது. 90 நாட்களுக்குள் தடையின்மை சான்றிதழ் வழங்கப்படாவிட்டால் அல்லது தடை விதிப்பதற்கு காரணம் செல்லப்படாவிட்டால் மாநில அரசு ஒப்புதல் அளித்துவிட்டதாகவே அர்த்தமாகும்.

சிறுபான்மைக் கல்வி நிறுவனங்கள் எந்தப் பல்கலைக் கழகத்துடன் வேண்டுமானாலும் தங்களை இணைத்துக்கொள்ளலாம். அதற்கு அவர்களுக்கு முழு உரிமை அளிக்கப்பட்டுள்ளது. இந்தச் சட்டத்தை ஐக்கிய முற்போக்கு கூட்டணியில் அங்கம் வகிப்பவர்கள் மட்டுமல்லாமல் பகுஜன் சமாஜ், சமாஜ்வாடி கட்சியைச் சேர்ந்தவர்களும் ஆதரித்தார்கள், இடதுசாரிகளும் ஆதரித்தார்கள். இதை பாரதிய ஜனதாவும், சிவசேனையும் கடுமையாக விமர்சித்தன. முஸ்லிம் கல்வி நிறுவனம், உதாரணமாக ஜார்க்கண்டில் உள்ள ஜும்ரீத் அலியா என்ற சிறுபான்மைக் கல்வி நிறுவனம் எந்த மத்திய பல்கலைக்கழகத்துடனும் தனது விருப்பம் போல தன்னை இணைத்துக் கொள்ளலாம். மத்திய பல்கலைக்கழகத்திலிருந்து அந்தக் கல்வி நிறுவனத்தில் பயிலும் மாணவர்கள் பட்டம் பெற முடியும். அவர்களுக்கு வேலை வாய்ப்பு கிடைப்பதும் சுலபமாகும். வெளியிடங்களிலும் இதைக் காட்டி உயர்ந்த நிலைக்குச் செல்ல முடியும்.

ஆனால் அந்தப் பகுதியைச் சேர்ந்த ஹிந்து மாணவரால் அப்படிச் செய்யமுடியாது. அவர் அந்த மாநில பல்கலைக்கழகத்தில்தான் பட்டம்பெற முடியும். அதற்கு மதிப்பும் குறைவு. வெளியிடத்தில் வேலை தேடுவது கடினம். ஹிந்து பெற்றோரின் வாக்குகளைப் பெற்று அப்போதைய மத்திய மனிதவள மேம்பாட்டுத்துறை அமைச்சர் அர்ஜுன்சிங் இதை முன்னின்று நிறைவேற்றினார். ஐக்கிய முற்போக்கு கூட்டணி அரசின் இந்த நடவடிக்கையின்படி முஸ்லிம் மாணவர்களும் கிறிஸ்தவ மாணவர்களும் உச்சத்தில் உள்ளனர். ஹிந்து மாணவர்கள் பள்ளத்தில் வீழ்ந்து கிடக்கின்றனர். காங்கிரஸ் கட்சிக்கும் அதன் தோழமைக் கட்சிகளுக்கும் வாக்களித்த, கிராமங்களில் பரவலாக உள்ள ஹிந்துக்கள் தங்கள் வாரிசுகளின் எதிர்காலத்திற்கு ஊறு ஏற்படுத்திவிட்டார்கள்.

60 களிலிருந்து கல்வி, வேலைவாய்ப்பு, பொருளாதாரம் ஆகிய மூன்றிலும் ஹிந்து இளைஞர்கள் காங்கிரஸ் அரசுகளால் படிப்படியாக வஞ்சிக்கப்பட்டு வந்துள்ளார்கள். இதை மன்மோகன்சிங்கின் அரசு துரிதப்படுத்தியுள்ளது. இதில் வேதனையான முரண்பாடு என்னவென்றால் பெரும்பாலான ஹிந்துக்கள் காங்கிரஸ் கட்சிக்கும் அதன் தோழமைக் கட்சிகளுக்கும் தொடர்ந்து வாக்களித்து வந்துள்ளதுதான்.

7. ஹிந்துக்களைத் தாழ்த்தவும் சிறுபான்மையினரை உயர்த்தவும் ஐக்கிய முற்போக்கு கூட்டணி அரசு எல்லா தேர்வுக் குழுக்களிலும் சிறுபான்மை உறுப்பினர்களுக்கு இடம் அளித்துள்ளது. பதவிக்கு ஆட்களை எடுக்கும் குழுக்கள் என்றாலும் சரி அல்லது பதவி உயர்வை நிர்ணயம் செய்யும் குழுக்கள் என்றாலும் சரி சிறுபான்மை உறுப்பினர்களுக்கே முக்கியத்துவம் அளிக்கப்பட்டுள்ளது. ராஜீவ் பிரதமராக இருந்தபோதே இவ்வாறு சுற்றறிக்கை அனுப்பப்பட்டுள்ளது. (10.06.1987) அதேபோல வி.பி.சிங் பிரதமராக இருந்தபோதும் இதைப்போல மற்றொரு சுற்றறிக்கை அனுப்பப்பட்டுள்ளது (16.08.1990)

2007, ஜனவரி மாதம் மத்திய அரசின் பணியாளர் நலன் மற்றும் பயிற்சித் துறை எல்லாத் துறைகளுக்கும் ஒரு சுற்றறிக்கை அனுப்பப்பட்டது. அது மட்டுமல்லாமல் அரசுடமையாக்கப்பட்ட வங்கிகள் மற்றும் நிதி நிறுவனங்களுக்கும், ஓரளவு அரசு சார்புடைய நிறுவனங்களுக்கும் இதேபோல சுற்றறிக்கை அனுப்பப்பட்டது. எல்லா தேர்வுக் குழுக்களிலும், அதாவது 10க்கும் மேற்பட்டோரைத் தேர்ந்தெடுக்கும் குழுக்கள் யாவற்றிலும் சிறுபான்மைச் சமூகத்தைச் சேர்ந்த ஒருவர் கட்டாயம் இடம்பெற்றிருக்கவேண்டும் என்பதுதான் சுற்றறிக்கையில் குறிப்பிடப்பட்டுள்ள வாசகமாகும். அதுமட்டுமல்லாமல் எல்லாப் பணிநியமனங்களிலும் சிறுபான்மையினருக்கு சிறப்பு கவனம் கொடுக்கப்பட வேண்டும் என்பதும் அந்தச் சுற்றறிக்கையில் குறிப்பிடப்பட்டிருந்தது. வேலை தேடும் ஹிந்து இளைஞர்களுக்கு இது அபாயகரமான மணியாகும். அவர்கள் வலதுசாரிகளாக இருந்தாலும் சரி, இடதுசாரிகளாக இருந்தாலும் சரி, உயர்ந்த ஜாதியை சேர்ந்தவர்களாக இருந்தாலும் சரி, தாழ்ந்த ஜாதியைச் சேர்ந்தவர்களாக இருந்தாலும் சரி அவர்களது நிலைக்கு ஊறு ஏற்பட்டுவிட்டது.

தற்போது எல்லாப் பணிகளிலும் 95 சதவீதத்தினர் ஹிந்துக்களின் வாக்குகளைப் பெற்று அவர்களுக்கு வஞ்சம் இழைக்கவேண்டும் என்பதில் உறுதியாக உள்ளது. ஹிந்துக்களின் எண்ணிக்கையை 85 சதவீதம் குறைக்கமுற்பட்டுள்ளது.

ஹிந்துக்களின் வாக்குகளைப் பெற்று ஆட்சிக்கு வரும் அரசியல்வாதிகள் சிறுபான்மையினரை திருப்திப்படுத்துவதிலேயே குறியாக உள்ளனர். சிறுபான்மை சமூகத்தைச் சேர்ந்த மாணவர்கள் சுலபமாகக் குறைந்த வட்டிக்கு கல்விக் கடன் பெறுகிறார்கள். வர்த்தகக் கடன் பெறுகிறார்கள். ஆனால் ஹிந்து மாணவர்களுக்கு இத்தகைய வாய்ப்பு மறுக்கப்படுகிறது. 50 சதவீதம் மதிப்பெண்ணுக்குக் குறைவாகப் பெற்றிருந்தால் கூட சிறுபான்மை சமூகத்தைச் சேர்ந்த மாணவர் கல்வித் தொகை உள்ளிட்ட பல சலுகைகளைப் பெற முடிகிறது. ஆனால் 50 சதவீதத்திற்கும் அதிகமாக மதிப்பெண் பெற்றிருந்தால்கூட ஹிந்து மாணவர்களுக்கு இத்தகைய சலுகைகள் கிடைப்பது அரிதாக உள்ளது.

சிறுபான்மையினர் நடத்தும் கல்வி நிறுவனங்களில் ஹிந்துக்கள் மாற்றாந்தாய் மனப்பான்மையுடன் நடத்தப்பட்டு வருகிறார்கள். கல்வி நிறுவனங்களில் சேர்க்கப்படும்போதும் சரி, சேர்க்கப்பட்ட பிறகும் சரி, இந்த இழிநிலை தொடர்கிறது. வேலைவாய்ப்பிலும் இதுதான் தொடர்ந்து கொண்டிருக்கிறது. ஆனால் அரசு நிறுவனத்திலும் ஹிந்துக்கள் நடத்தும் நிறுவனத்திலும் சிறுபான்மையினருக்கு இத்தகைய அநீதி இழைக்கப்படவில்லை. அவர்கள் சமமாக நடத்தப்படுகிறார்கள். இன்னும் சொல்லப்போனால் சமநிலைக்கு அதிகமாகவே நடத்தப்படுகிறார்கள். அவர்களுக்கு அநீதி இழைக்க முடியாது. அவர்களின் நலன் காக்கப்பட வேண்டும் என்பதை உறுதிசெய்ய தேசிய அளவிலும் மாநில அளவிலும் சிறுபான்மையினர் தலைமையில் சிறுபான்மை ஆணையங்கள் இயங்கி வருகின்றன.

ஹிந்துக்கள் தங்களது சந்ததியினரின் எதிர்காலத்தைப் பாழாக்கும் வகையில் வாக்களித்து வந்ததற்கு முற்றுப்புள்ளி வைக்க முன்வரவேண்டும். காங்கிரஸ் போன்ற ஹிந்துக்களின் வாக்கை வாங்கி ஹிந்துக்களையே வஞ்சிக்கும் கட்சிகளுக்கு வாக்களிப்பதில்லை என ஹிந்துக்கள் உறுதி பூண்டால்தான் இந்தக் கொடுமையை முடிவுக்கு கொண்டுவரமுடியும்.

  1. தலைமைப் பதவிகள் இந்தியா முழுவதும் இதைப்போல பல்லாயிரம் பதவிகள் உள்ளன.- அவை யாவை என்று சுட்டி எழுதினால் கட்டுரை முழுமை அடையும்?

  2. 1. எல்லா கல்வி நிறுவனங்களிலும் சிறுபான்மையினருக்கு 15% கட்டாய இடஒதுக்கீடு செய்யவேண்டும். ஆனால் சிறுபான்மை கல்வி நிலையங்களில் எந்த ஒதுக்கீடும் இல்லை. மேலே சொன்ன இடஒதுக்கீட்டை அளித்தபின் சிறுபான்மை கல்விகழகங்கள் என்ற தனி அந்தஸ்து தேவையா? இது இந்துகளின் பங்கை பறிக்கும் முதல் பழிவாங்கல்

    2. இப்பொழுதே சிறுபான்மை கல்வி நிலையங்கள் அவர்கள் தேவைக்கு மேல் அதிகமாக உள்ளது. இவை எல்லாம் அரசாங்கத்தின் தனிமான்யத்தை/இதர சலுகைகளையும் பெற்று இயற்குகிறது. இதில் அந்த மதத்தை சார்ந்தவர்களுக்கே முன்னுரிமை அளிக்கப்படுகிறது. மற்றவர்களும் அங்கு சேர்ந்தால் தான் அவர்கள் கல்வி நிலையங்களை நடத்தமுடியும்.

    3. மத்திய மாநில அரசாங்க எல்லா வேலைவாய்பிலும் 10% இஸ்லாமியறுக்கும் 5% மற்ற சிறுபான்மையினருக்கும் கட்டாயம் இடம் ஒதுக்கவேண்டும். மேலும் 10% இஸ்லாமியற்கள் மனுசெய்யவில்லை என்றால் எஞ்சிய இடத்தை மற்றசிறுபான்மையினருக்கு ஒதுக்கவேண்டுமே அன்றி இந்துக்களுக்கு கொடுக்ககூடாது. இது இரண்டாவது பழிவாங்கல்.

    4. மேலும் பணிக்கு சேர்வதற்கு இந்து ( SC/ST ) களுக்கு எந்தெந்த தகுதி நிர்ணயிக்கப்பட்டுள்ளதோ அதே அடிப்படை சிறுபான்மையினருக்கும் பொருந்தும். இதன் அர்தம் இஸ்லாமியரான / கிருஸ்துவரான ( SC/ST ) களுக்கும் இடஒதுக்கீடு உண்டு என்பதே ஆகும்.

    5. அரசாங்கம் இதை தவிற அறிவிக்கப்பட்ட பல முன்னேற்ற திட்டங்களான ( National Employment Guarantee Scheme, Prime minister Rozgar Yojana, Gramee Rozgar Yojana) ஆகியவற்றில் மேலே சொன்ன முறைபடி இட ஒதுக்கீடு அளிக்கவேண்டும்.

    6. மேலும் சரத்து 16(4) என்பது சமுகரீதியா கல்வி ரீதியாக பி்ன்தங்கியவர்களை அடையாளம் காண்பதற்கான வழிமுறைகள் ஆகும். ஆனால் உண்மையில் 11 மாநிலங்களில் இஸ்லாமிய ஆண்கள் இந்துக்களைவிட உயர்தநிலையில் உள்ளார்கள். 12 மாநிலங்களில் இஸ்லாமிய பெண்கள் இந்துக்களைவிட உயர்தநிலையில் உள்ளார்கள். இந்த உண்மைநிலை உருதெரியாமல் செய்வதற்கு இந்த சரத்தையே கைவிடும்படி மிஸ்ராகமிஷன் சிபாரிசு செய்கிறது.

    7. மேலும் உலக மணிதவள மேம்பாட்டு சட்டத்தின்படி நான்கு பொதுவிதியான ( Infant mortality, child mortality, degree of urbanization and life expectancy at birth) என்பனவற்றின் அடிப்படைதேவை என்ன என்பதை பின்படுத்தப்பட்டவர்கள் என்று கூறும்முன் உருதி செய்யவேண்டும். இந்த அடிப்படையில் எந்த ஆய்வும் நடத்தப்படவில்லை. உண்மைநிலவரப்படி இதிலும் இந்துக்களைவிட இஸ்லாமியர்களும் கிருஸ்துவர்களும் உயர்த ( Index) உள்ளார்கள்

    8. மத்திய பட்ஜெட்டில் இந்த வருடம் சிறுபான்மை கமிஷனுக்கு ஒதுக்கியுள்ள தொகை 2600 கோடி. இது சென்ற ஆண்டு ஒதுக்கிய தொகையைவிட 50% அதிகம். இவ்வாறு இரடிப்பு ஒதுக்கீடு எந்த வளர்சிபணிக்கும் இதுவரை ஒதுக்கியது கிடையாது.

    9. இப்படி நீதிக்குபுரம்பாக எடுத்தேன் கவிழ்தேன் என்பதுபோல் ஓட்டுபொருக்கும் ஒரே நோக்கத்தோடு (UPA) அரசு சர்வாதிகாரமான முடிவுகளை எடுக்கிறது.. இதற்கெல்லாம் நீதிமன்றம் சென்று வழக்காடி வெல்வதற்குள் பல ஆண்டுகள் ஆகிவிடுகின்றன. கலவரம் ஏற்பட்டால் அன்றி நியாயம் கிடைக்காது போல் உள்ளது.

    10. உஷார் பின்தங்கிய இந்துக்களே – உங்களை சாமர்தியமாக உட்காரவைத்து மழுங்க சரைத்துக்கொண்டிருக்கறார்கள் என்பதை உணராமல் இருந்தால் நாம் சிறுபான்மையினறுக்கு அடிமைபட்டு கிடக்கவேண்டியதுதான்.

    11. உயர் மேல்படிப்பில் இடஒதுக்கீடு பிரச்சனை வந்தபொழுது ராமதாசும் கருணாநிதியும் அந்த ஆட்டம் போட்டார்களே. இன்று ஏன் மௌனமாய் வாய் அடைத்து இருக்கிறார்கள்.

  4. UPA government believes in the Divide and Rule policy of the Britishers and they will look for all options to divide Hindus. I got some information on the statements of various British rulers of their policy and given below :
    “We have maintained our power in India by playing off one part against the other”, writes Secretary of State Wood to Lord Elgin, “and we must continue to do so.
    Do all you can, therefore, to prevent all having a common feeling”. Governor General Dufferin receives this dispatch from Secretary of State Cross: “This division of religious feeling is greatly to our advantage and I look for some good as a result of your teaching material”.
    Another Secretary of State for India George Francis Hamilton urges Governor General Lord Curzon to widen the communal wedge: “We should also plan the educational text books that the differences between community and community are further strengthened.”

    Browse through these lines that have been written some 150 years back. These lines provide an insight to show really nothing has changed from the British to the UPA. It is high time that all Hindus unite and include with us nationalist minded minorities and make a great India.

    in Andhra Pradesh.
    See the Court’s judgements in the last decade. Judgements of majority of sensitive cases
    do not adhere to the constitutional power but adhering to common emotions.

    I don’t think we can have any redressal atleast in the near future.

    “The Supreme Court has allowed four per cent Muslim quota in Andhra Pradesh for first 14 categories of Muslims figuring in the Andhra Pradesh Reservation Act.

    These fourteen categories include washer men, barbers, beggars, scent makers, burial ground people, and butchers.

    This is an interim order. The whole issue of the validity of the Act has been referred to a 5-judge Constitution Bench, which will be taken up in August.”

    எனது கருத்து வருமானத்தின் அடிப்படையில் 2 அல்லது 3 நிலைகளை அடையாளம் கண்டு அவர்களுக்குமட்டும் இடஒதுக்கீடு அளித்தலே ஜாதி மத வேற்றுமைகளை ஒழிக்க சிறந்த வழியாகும். . இது நடக்குமா ? ஜாதி மத வேறுபாடுகள் இல்லையெனில் சுயநல அரசியல்வாதிகள் பிழைப்பே நாரி போய்விடும்.

    இடஒதுக்கீடு கல்வியில் 50 சதவிகிதத்திற்குமேல் என்றும் போகக்கூடாது. இடஒதுக்கீடு என்பது பதவியிலும் டிபார்மெண்ட் பரீட்சை எழுதாமல் உயர் பதவியில் அமர்த்துவதும் கட்டாயம் நீக்க படவேண்டும்.

    இப்பொழுது உச்சநீதிமன்றம் இஸ்லாமியறுக்கு அளித்துள்ள தீர்ப்பு கல்வி இடஒதுக்கீடு என்பது ஏற்புடையதே ஆனால் பதவி இடஒதுக்கீடு யாருக்கும் அளிக்கக்கூடாது. இந்த 4 சதவிகிதமும் அவர்களின் தேவையின் எண்ணிக்கை கொண்டு நிர்ணயம் செய்ததாக தெரியவில்லை.

    1. ஒன்று மதஅடிப்படையில் இடஒதுக்கீடு கூடாது என்ற சட்டத்தை வாபஸ்பெறவேண்டும்.
    2. இரண்டு மதஅடிப்படையில் அவர்கள் கல்விகழகங்களுக்கு அளிக்கும் சலுகைகளை வாபஸ் பெறவேண்டும்.
    3. ழூன்று பின்படுத்தபட்டவர்கள் என்று அடையாளம் காண்பதற்கான அடிப்படை வழிமுறைகளை தவறாமல் பின்பற்றவேண்டும். ( ஜாதி முறையில், கல்விகற்பதில், வருவாயில் பின்தங்கி இருத்தல், அவர்களின் மொத்த எண்ணிக்கையின் (census) துல்லியமாக கணக்கிட்டு அதற்கு தகுந்தாற்போல் 50 சதவிகிதத்தில் அவர்களின் பங்கை நிர்ணயித்தல்)
    4. இது ஒர் மேல்மட்ட எல்லா அரசியல் கட்சிகளின் பிரதிநிதிகள் குழுவின் பரிசிலனைக்கும் ஒப்புதலுக்கும் விடவேண்டும்.

    இந்த புது உத்திரவு வழிவகுத்தது இனி எல்லா மாநிலமும் உடனேயே தயக்கம்மின்றி எல்லா சிறுபான்மையினருக்கும் இடம் ஒதுக்குவதில் இறங்கிவிடும். வெகுநாட்களாக வாய்திறவாத அர்சுன்சிங் இப்பொழுது மிஸ்ரா கமிஷன் அறிக்கையை விரைவில் அமூல்படுத்தவேண்டும் என்கிறார். இதையும் அமூல்படித்தினால் கலகம் பிறப்பது நிச்சியம் தாழ்த்தப்பட்ட இந்துக்கள் மிகவும் பாதிக்கபடுவார்கள் மேலும் இது பின்புறமாக மத மாற்றத்தை ஊக்குவிக்கும்.

    New Delhi: A Christian organization, Poor Christian Liberation Movement (PCLM) has demanded the Church leadership to give participation to Dalit Christian. President of Poor Christian Liberation Movement (PCLM) R L Francis, while addressing a meeting on the successful completion of ten years of the movement today, demanded better treatment to the Dalit Christians.

    Mr. Francis in a press statement called upon the supporters, sympathizers and activists of the movement throughout the country that Dalit Christians will have to prepare for a long drawn struggle for their right in the Church organizations. He expressed concern over the rising tension among other communities of the country owing to conversion activities and also demanded that ‘Evangelism’ be postponed at least for hundred years and millions of dollars being spent on it should be utilized to improve living conditions of Dalit Christian in the country.

    Leaders of the movement were unanimous today opposed the Ranganath Misra Commission report and asked the church leadership to stop strengthening casteism in the church of the country. We oppose the implementation of this report.” Terming it as contrary to the principles of Christianity, he said it will ”legalise” caste system in Christianity. Caste was not recognized under the Canon laws.

  9. கல்வியில் இட ஒதுக்கீடு என்பது IITயில் இருப்பது போல இடத்தை அதிகரித்து accommodate செய்வதே சமூக நீதியாக இருக்கும். இல்லாவிட்டால் இன்னொரு சமூக அநீதிக்கு வழி வகுக்கும்.

  10. சிறுபான்மையர் கல்வி நிறுவனங்களில் சிறுபான்மையருக்கு முன்னுரிமை அளிக்கப்படுகிறது என்பது பொதுவாக உண்மையாக இருக்கும் என்றுதான் நினைக்கிறேன். அரசு உதவி பெறும் பள்ளிகளில் இப்படி நடப்பது தவறு. சேரன்மாதேவி குருகுலத்தில் வ.வே.சு. ஐயருக்கு ஆப்படித்தவர்கள் வழியில் நடப்பதாக சொல்லிக்கொள்பவர்கள் ஆட்சியிலும் இப்படித்தான் நடக்கிறது. ஆனால் இதற்கு விதிவிலக்குகளும் நிறையவே உண்டு. நான் சிறுபான்மையர் நடத்திய இரண்டு பள்ளிகளிலும் (செயின்ட் ஜோ ச ஃ ப் பள்ளி, செங்கல்பட்டு மற்றும் கார்லி பள்ளி, தாம்பரம்) படித்தவன். அங்கே எல்லாம் ஹிந்து வாத்தியார்கள்தான் மெஜாரிடியாக இருந்தார்கள். செயின்ட் ஜோ ச ஃ பில் ஒரு பாதிரிதான் தலைமை ஆசிரியராக இருக்க வேண்டும் என்று விதி உண்டு. கார்லியில் அப்படி எழுதப்பட்ட விதி இருந்ததாக தெரியவில்லை. இரண்டு பள்ளிகளிலும் ஒரு முஸ்லிமும் நான் படிக்கும்போது கிடையாது. இது சட்ட ரீதியாக சரி என்பது ஆச்சரியப்படுத்துகிறது. இதைப் பற்றி இன்னொரு பதிவிலும் குறிப்பிடப்பட்டிருக்கிறது. இது என்ன 14 ஆவது பிரிவு, உச்ச நீதி மன்றம் அப்படி என்னதான் சொல்கிறது? ராமகிருஷ்ணா மிஷன் பள்ளிகள், அஹோபில மடம் பள்ளி ஆகியவற்றில் எத்தனை சிறுபான்மையினருக்கு வேலை அளிக்கப்படுகிறது என்பதையும் பற்றி சொன்னால் இந்த பாயின்ட் முழுமை பெறும். இருபது வருஷங்களுக்கு முன் நானும் ஐ ஐ டியில் படித்தவன். அப்போது எந்த முஸ்லிமுக்கும் அரசு பணம் கட்டவில்லை என்று எனக்குத் தெரியும். வட்டி ஹிந்துக்களுக்கும் முஸ்லிம்களுக்கும் – அதுவும் வர்த்தக வங்கிகள் வாங்கும் வட்டி – வேறு வேறு என்பது நிஜம்தானா? நம்ப முடியவில்லையே? இதைப் பற்றி இன்னும் விவரமாக ஒரு பதிவு எழுதுங்களேன்!

  11. Truth behind the appeal to Hindus

    Vatican’s thinking about Indian Christians is not based on facts and that is why Pontifical Council for Inter-religious Dialogue of Pope has issued a message on the eve of Dipawali for Hindus. In this message, Hindus have been told to fight against anti-Christian propaganda in the country. The appeal says Dipawali is the festival of conquer of light over dark. It again says that Hindus and Christian should jointly fight and pave the way for religious freedom. The Vatican’s appeal is very shrewd as it is trying to justify Conversion.
    Vatican should know that Catholic Church enjoys equal freedom as Hindus do. Representative of Pope Benedict XVI Archbishop Salvatore Pennacchio is directly appointing Bishops in India without any problem. They are building new churches and schools in the name of minority rights. How much more freedom Vatican needs?
    Vatican thinks that Christians have been victimized by Hindu extremists in the last few years and this has posed problems for missionaries. But Vatican should understand that Conversion has been the main reason behind these conflicts. Many enquiry commissions set up by various respective states in Odisha, Karnataka and Madhya Pradesh have pointed fingers towards this direction. However, Christian has every right and freedom to pursue their religion in India. The problem gets creates only where missionaries try to increase empire of church. Is this not a fact that poverty stricken areas of tribal regions are on the target of these missionaries? Why missionaries need to help only those who accepts their religion. “Jesus had said that if you greet only your brothers and sisters, what more are you doing than others? Be perfect, therefore, as your heavenly father is perfect. (Math. 5:47-48)”
    It is a fact that missionaries face problem only at those places where they try to convert. This has increased tension in the tribal region. Hindu organizations believe that Vatican is preparing ground for conversion on the basis of huge foreign funds. Though, they get these funds for social activity. Those who have already been converted, their conditions have not improved.
    10 percent of the total population of catholic Christians in the country lies in Chotanagpur region. Even church documents accept that 91.47 percent domestic girl workers are Christians and non-Christians percentage (Sarna) is merely 1.3 percent. Sixty percent of the converted dalit Christians comprise the total population of Christians in this country. And, church is trying to include them in the list of Hindu dalits. It is clear that conversion does not open the doors of liberation.
    Kanchi Shankaracharya Swami Jayendra Saraswati and some other spiritual had meeting with Cardinal Jean Louis Pierre Tauran, President of Vatican’s Pontifical Council for Inter-religious Dialogue for communal harmony in 2009 in Mumbai. Everybody accepted that conversion is the main obstacle in religious harmony. Now Pope Benedict XVI is having the meeting of the world’s spiritual leaders in Asisi of Italy and they are discuassing about the communal harmony.
    Problem is that success of evangelical activity has been liked with the increasing the numbers. India is no exception. In north-east region Protestants and Catholics are fighting among themselves. Local catholic Bishop Jose Mukala protestant Christians are forcing Catholics to become protestant in the Kohima region. Properties of Catholics are being arsoned. They have appealed for their safety to United Nations. Few years ago catholic and protestant missionaries had decided that they will not convert each-other members. Now, the question is from where the number will come?
    In this month hundreds of tribal representatives from nine states were called in Bhopal by Catholic Church in an Adivasi Mahotsava. The motive of this was to liberate them from social, economic and political exploitation. They were indoctrinated that they were not Hindus and they are free to chose their religion. This makes the motive amply clear. Two-years-ago Catholic Church had told that church is still at infancy stage among tribal people. The message is very clear. However, rift between tribal Christian and non-Christians is getting wider.
    The appeal talks about anti-conversion law in few states in India which has posed problems for missionaries. Vatican should understand that Indian constitution permits them to follow any faith of their choice and it also allows them to propagate any religion. But there is a thin line between conversion and propagating the religion. It is the duty of the state to restrict the freedom of those whose only goal is to just convert people. It is a known fact that wherever people have been converted, social tension has increased. Now, onus of establishing social harmony lies on the shoulder of church. The church should spend the money on the welfare of those who have already been converted and are being exploited inside the church. Vatican should think about their liberation.

    The debate related to the status of Christians in India is going on and you are already aware of it. There are two points to this wide ranging debate. Firstly, social, economic and political status of converted Christians and second is growing tension in different parts of country due to conversion related activities. The second has more to do with the way catholic church adopts to function in the country.
    According to official estimates of government, there are 30 million Christians in the country and 70 percent of this population has directly come from socially and economically downtrodden community popularly known as “Dalits”. However, as per unofficial figures the population of minority Christians is not less than 60-70 million. Irony is that; these people have been constantly suppressed and exploited even under the structure of catholic church being led by you (Pope). They are ridiculed for their sacrifices made hundreds of years ago for the church. They don’t command equal status in the existing structure of church and this has made the sacrifices futile. Christianity stresses on the fact that God has created people with his own image and this has become founding stone of equality of human values in Christian society. But, they are continuously meted out differential treatment in the name of caste and birth. In order to catch your attention towards these core issues, I am writing this letter to you. I am going to discuss first core issue.

    Ideology of Church
    Theoretically, there is no place for non-equality and racism in the Christianity and when it is attached with identity of Catholic Church; the concept of caste automatically vanishes like camphor as the word ‘Catholic- means-Universal’. There is only one head of this universal community of people and that is none other than representative of Vicar of Christ which is responsible for recruitment of Bishops in order to guide their disciples. In that way Holy Father/Pope means ‘you’ are responsible for maintaining ‘Kingdom of heaven’ on the earth. Now, you should explain me where is the place of dirty ideology like casteism and racism in this ‘Kingdom of heaven’?
    Deprived class in Indian church
    Downtrodden class in India has always been victim of unequal treatment, casteism and social exploitation. In order to seek solace and relief from their pathetic condition they are still coming under the aegis of church for the last 3 or 4 centuries. But, here, too, they have been exploited in the name of caste and race. The hope with which they had come in the Christianity seems to have forfeited. On the contrary, they are now entangled in even deeper quagmire of inequality.
    Church moving opposite to the ideology of Christianity
    Catholic Church has completely failed in its duty to provide equality and justice to that majority of converted people under the structure controlled by you (Pope). The resources have been captured by upper-class Christians. After independence of India Catholic Church has immensely progressed which is reflected from heavy increase in the number of schools, colleges, social institutions, new diocese, Fathers, Bishops, nuns and their followers? However, despite this entire progress one thing that has not changed is the status of converted Christians.
    Converted Christians are the backbone of Catholic Church in India but their participation in the structure of Catholic Church is zero. Bishop, Father and Cardinal from this class are rare to find and those who somehow managed after hard fought struggle are standing marginalized in the society. They are being treated differently by their upper-class brothers (Bishops and Fathers).
    Thousands of organizations related to education, health and non-governmental organizations are being run by church and right to run these institutions has been conferred by Indian constitution. The structure of church being run under Vatican (You) has failed to do justice with converted Christians. Understanding the gravity of the situation Pope John Paul-II had severely criticized the attitude of unequal treatment and discriminatory approach in the church. In 2003, he had said that Bishops were appointed to look after lambs and it is their duty to abolish any kind of discrimination prevalent in the catholic church.
    Betrayal of faith
    There is widespread anger among converted Christians against the policies adopted by the church. They have started demanding their rights within the existing structure of church. The response of church has been abysmal in this regard. The church leadership has termed this anger unjustified. Instead of addressing the genuine concerns of converted Christians they have shied away from their responsibilities and are trying to shift it on government of India. This is being done in order to fulfill their own ulterior motive. By doing so church is pushing these people in the same quagmire of caste system.
    When Indian constitution was being framed, constitution makers advocated for reservation of dalit class who were victim of caste oppression in the prevalent Hindu system. Majority of Hindu people sacrificed their right to equality in favour of their dalit brothers as a compensation of injustice meted out to them.
    Your Holiness, do your representatives have moral right to betray the faith of those who had blindly believed on church and its promises. They have given their whole life to church. The story is similar to the poor widow about whom Jesus had said to their disciples, “Truly I tell you, this poor widow has put more into the treasury than all the others. They all gave out of their wealth; but she, out of her poverty, put in everything—all she had to live on.” (Mark 12: 41-44) we dalit catholic, had also left the facilities (reservation) given by Indian government.
    Church should compensate
    Church is now blaming others for its failures. When Indian constitution was being framed these converted Christians remained in the fold of church and did not switch their loyalties. Within the framework of constitution minorities were given special rights and privileges that were even unthinkable in USA and Europe. Taking benefit of these rights church has enlarged its empire but seems to have forgotten converted Christians. Church leadership is trying stifling the just demand of their own people who are backbone of the Catholic Church in the country.
    Now, church leadership has no moral right to bring the converted people in the realm of same caste system that has oppressed them for centuries. Had they not gone in the fold of church and continued with the Hindu system they, too, would have enjoyed benefits bestowed upon them by constitution of India and progressed like their other Dalit Hindu brothers in the same fashion.

    After government of India, church is the only organized entity that can make available jobs but the participation of converted Christians is very low and maximum they can get is post of driver, cook, clerk, peon and gatekeeper. These jobs, too, can be availed on the mercy of Bishops and their condition is no better than slave laborer. I demand from church that they should compensate for the injustice and exploitation meted out to millions of converted Christians. Vatican had done this in the past and it can also be done here.
    Church should change its policy
    Church has always preferred safe trade. It has established thousands of schools, colleges and other institutions. This has benefited a lot to church leadership but majority of converted Christians have been largely deprived. Even in the field of education where church has practically monopoly it has failed to benefit converted Christians. We will not stop just after getting few benefits but Dalit Christians want their due share in the existing structure. Hindu society is changing very fast. Doors of temples are being opened for Dalit Hindus and many programmes are being run to abolish ignominious caste system whereas Christianity has not been able to do minor changes in its structure. Hindu dalits are constantly moving on but this is not the case with converted Christian society. Church administration being led by you is pushing them back. Perhaps their thinking is to assimilate converted Christians among 300 million Hindus. They believe that this will make the task of church leadership easier. Why it is that church leadership always seeks solution in putting converted Christians in the list of Hindu dalits.
    It is the duty of church leadership that process of development should not only be being smooth. It is good to have institutions/policy made for the welfare of people. However, it is even more important that who are implementing them? Converted Christians should get share proportionate to their population. Unless and until this happens their position in the society will remain the same and their problems will persist.

    In the first point I have tried to elaborate the first point related to the problems faced by converted Christians. In India the relationship between Catholic Church and its followers is not based on democratic set-up. Inside the church upper-caste Christians have more opportunity to progress than converted Christians. Considering the status of these people some fundamental structural changes are needed. At present Bishop is the “Key power” and they are appointed by the Vatican and that is why they feel themselves more responsible towards Vatican and less towards Kalisia. Most of the Catholics are of the view that Bishop should be elected by Kalisia and not by the Vatican so that they could be made more responsible towards their people.

    Evangelization and escalating tension
    Recently, for the sake of safety and security of Christian society you have appealed to Hindu society that they should stand-up against condemnable hate propaganda against Christians and should pave the way for religious freedom. Your concerns are genuine as tension between Christians and people from other faith has escalated over the years and at some places it has even taken violent turn. Be it ignominious incident of burning of Graham Stains with his two children in 1999 or Kandhmal riots or violence at some other place. Indian society has always opposed violence on the name of caste or religion. Indian government has acted swiftly whenever such incidents have taken place. Perpetrators of crime have been punished. Government has also constituted various commissions in this regard and their reports have been startling.
    India has always been glorious symbol of tolerance and has shown respect for all religions and faiths with the feeling of amicable co-existence. There is no place for non-tolerant faith among majority of Hindu community. Every citizen respects fundamental right of religious freedom of other people.
    Many commissions constituted by government on the wake of violent instances against Christians have also indicated towards imperialistic nature of church. There is an urgent need for introspection on the method of propagation of Christian faith as they have become instruments of growing tension with people of other faith. We can stop this by changing the current practices by the church and help create amicable atmosphere.
    Freedom of church in India
    Indian church and Christians have rights that are not even available to European church. In the matters related to Hindus, Muslims, Sikhs and other religions there is some government intervention. For example, properties of religious institutions in Muslims are looked after by Waqf board. Similarly, religious properties in Sikhs are also managed according to Indian law. Government has direct control over the income of big temples and this money is spent on upliftment of deprived class.
    But, government has no intervention in matters pertaining to Christians. Bishops are appointed by you and Vatican and Fathers/Bishops has ownership over huge assets and resources of church. Though, even in Europe many countries have control over the properties of church. India is one such country where church enjoys immense religious freedom.

    Introspection of evangelization policy is necessary.
    Recently, Pontifical Council for Inter-religious Dialogue has raised few questions about status of religious freedom in India. The indication was towards anti-conversion law made by few states in India. Church is facing difficulty after enactment of this law. They should understand that Indian constitution allows anybody to follow faith of his/her choice and even allows propagation of religion. But, nobody can justify conversion of scheduled caste and tribes under the garb of social service. There is a thin line between propagation of once faith and conversion. If state gives absolute freedom to those who have sole motive of conversion then it is the duty of the state to intervene in the matter. This becomes all the more important considering wherever conversion has taken place in large number social tension has increased.
    This year Vatican had convened a meeting of various heads of faiths in Assisi of Italy on October 27. In this meeting Indian representation had tried to attract the attention of Vatican towards conversion. As a matter of fact if Vatican really wants amicable solution to various problems faced by Christianity then it is the church that will have to play larger role in the process.

    Development of converted Christians should be goal of church
    Your Holiness,
    Theoretically in Christianity advocates for equality but in practice reality is starkly different. Discriminatory caste policies of Catholic Church fail the basic motive of Christianity. In reality, condition of converted Christians worsens after conversion. Church should bring a White Paper on the matter that how much church has progressed after independence and how much progress converted Christians have made during the same period.
    Church receives huge donation in the name of social service and development of disciples of the faith but hardly anything has changed on the ground. This is certainly a food for thought that where this money goes?
    Poor Christian Liberation Movement (PCLM) an umbrella organization of Dalit Christians is of the view that church officials don’t want to leave any benefit currently enjoyed by them at any cost. They are not at all concerned with the betterment of converted Christians. This is why there is no hint of betterment of the status of this community even in distant future. The current system harbours inequality. That is why it will be wrong to expect that things will change in near future.
    Converted Christians are looking towards you with lot of hope and we request you to take concrete step for the change in fundamental structure of church.

  13. Reveals the pain and agony of Dalits and Tribals after the conversion into Christianity
    An Unwanted Priest, an autobiography of Father William Premdass Chaudhary

    New Delhi: Letters can be a great instrument to showcase the socio-political landscape of any society and culture and many people have used this as a great tool to express their feelings – both sorrow and happiness. Letters written by Dalit priest Father William Premdass Chaudhary have also been used to reveal quite a dark world of discrimination and untouchability widespread in the grandiose Catholic Church system and debunks many myths surrounding Church.
    Father William Premdass Chaudhary attacks on the problem directly in his latest published autobiography ‘An Unwanted Priest’. He has an inimitable style of writing; he describes life in the Church and priest and presents insight hitherto unknown to most of the people. Father William Premedass Chaudhary does not mince words when he picks pen. He goes on analyzing very far and peels the problem layer after layer with a great precision.
    Analyzing the deep rooted feeling of caste discrimination in the forewalls of Church, Father William writes at one place in response to letter written by Vincent M. Concessao, Archbishop of Delhi, “I am a Dalit priest not a beggar. I am not begging you for the parish. I am not the Manglorian priest so that you will care for me. I don’t require your permission and position (parish) to preach the gospel. Jesus is my master and not you. I am Jesus’ slave and not yours. Even without parish what I have achieved, I am fully satisfied.
    I am a Dalit priest so it is my duty to safeguard the dignity of Dalit Catholics……….” He further goes on saying, “Why, I ( local Dalit Priest) am not assigned pastoral ministry consecutively for four years but you have assigned pastoral ministry to other Priests of Delhi Catholic Archdiocese though no one have gone for long retreat”. You have written in your letter that you cannot assign me a parish because of my shortcomings which are fabricated, as neither of my shortcomings has been proved by you…….”
    The book reveals inside world of Church, clash of ego and raises questions on the style of functioning of the grand institution and clearly depicts the injustice meted out to Dalit people and priests. The book exposes many things and breaks many myths. Father William raises a big question on the financial mismanagement of certain influential officials in the Church.
    When he writes about Dominique Immanuel, another priest, that “Please tell Fr. Dominic to put on the website of the Delhi Catholic Archdiocese. He had Income and Expenditure for dubbing the movie into other languages. The same Income and Expenditure must be put on the website. When the movie was produced, the name of the Sadbhavana was added. Why it was so? Chetanalaya was the only producer. I heard that Fr. Dominic Emmanuel was telling others that Sadbhavana had contributed the money towards the production of movie…..”
    It does not seem farther from the truth that there is greater need to put proper accounting checks on the income and expenditure of Church. Similarly, at one place in the book he gives an interesting instance and that actually became basis for the title of the book which goes like this…
    “I am an unwanted priest because I am a Local dalit Priest”, Archbishop of Delhi Catholic Archdiocese told Fr Premdass. One day I was having heated argument with one of the inmate priests at clergy house. As argument went on, the priest called me an unwanted priest. The book also compels Hindu society to think about the Dalit brothers who in order to get the social respect and equal treatment opt for Christianity. The Dalit converts think that they are liberated. But, here too, they don’t get any reprieve. As, discrimination in the Church system is very subtle the situation for a dalit priest like Father William becomes worse and it becomes almost impossible for him to stay in the mainstream of priesthood.
    Father William has dared to write something that not many would even dare to say or confess even in dream. He accepts the harsh reality of conversion and the dilemma before a dalit brother. He writes, “Mostly dalit Hindus were and are poor because they were and are exploited by upper caste Hindus and they were and are doing labourer jobs and menial works. After the conversion dalit Catholics were and are exploited by the authorities of Catholics Churches. Hindu Dalit’s condition did not improve but remain the same. They were not allowed to come up by the upper caste people in the society (Hindu). The dalit Catholic’s economical condition also was and is not good and their standard of living was and is very poor even after becoming Catholics in Delhi diocese and in North India….”
    However, the book also points out some other type of discrimination such as dominance of South India on the Church system. South Indian, are cared more by Delhi diocese and they have plum positions in Catholic institutions while local people and dalit don’t get their rights and they are more or less like slaves for their Catholic masters.
    The problem is at several levels. Though, the form and strength of Indian Church is very much derives from large population of Dalits and Triblals who have reposed their faith in Jesus but the structure of Church has remained elitist and pro-upper caste. This need to change and this is precisely why wave of confrontation has started taking shape. Book mentions about Poor Christian liberation Movement (PCLM) that advocates the cause of dalit Christians strongly. Father William Premdass Chaudhary has chosen a very ideal platform to answer several questions surrounding him.
    The book – An Unwanted Priest: An autobiography of Father William Premdass Chaudhary – will help the religious believers, religious institutions, government, bureaucracy, judiciary, academicians, researchers and media professionals in understanding the various problems of Dalits and Tribals and the darkness behind the white robe. This will help in understanding the politics of Conversion. And, it will certainly educate all that only economic development of Dalits and Tribals, and not mere Conversion, can bring social change in India.

  14. Knocking The Doors Of UN Against Vatican
    The memorandum submitted to the Secretary General of UN, requested that Indian church stop harassing Dalits and other deprived sections of society based on caste with immediate effect, and if it fails to do so, the observer status of the Vatican should be suspended.

    Few days back, Dalit Christian’s delegation had met with the representative of the United Nations Secretary General Ban Ki Moon and submitted a memorandum regarding alleged exploitation and torture by the Catholic Church and Vatican. The memorandum highlighted continuous discrimination of CBCI (Catholic Bishop Conference of India) on the Dalit Christians. The memorandum also pointed out that the Church is not ready to give Dalit Christians their due share in the church structure.

    Indian Church has not even imagined that it will be exposed before the International organization so blatantly and that too by the people it claims to be a saviour. The Church has always portrayed itself as a protector of the rights of Dalits and the other deprived sections of the society in India.

    It is worth to mention here that Dalit Christians constitute 70% of the total Christian population in India but they have no share in the Church-run institutions.     The Christianity started in India with the arrival of St. Thomas, a disciple of Jesus Christ that became popular at Malabar Coast in India. It paved the way to firm up the roots of imperialistic powers in the region. When India became a British colony, Christian missionaries got all facilities to expand and propagate its powers. Christian missionaries succeeded establishing its roots in the Tribal dominated regions of India. The government awarded them land and other facilities generously. It has given a boost to the conversion.

    Missionary schools became a tool to propagate their ideas. It allowed them to create a literate population, which is by religion, Hindu, but not a Christian by thinking. It even allowed them to strengthen their roots in high-class society of India.

    Dalits who embraced Christianity to get rid of the humiliating caste system of Hindus, felt cheated as they found no place in the Church system. Similar discriminations they continue to face in the Church system as well. And, the Church is completely responsible for their present pathetic situation. The Church has no intention to give them a respectable place. It does not want to spend their resources on their social upliftment. Mahars in Maharastra, Malas and Madigas in Andhra Pradesh, Chamars in Bihar, Santhals in Jharkhand and Lalbegi in Punjab converted to Christianity in large number. But, there is hardly any change in their social status. On the other hand, Hindu Dalits progressed a lot after getting reservation in government jobs and other institutions. They have also benefited in the era of privatization. However Dalit Christian’s status deteriorated even after conversion.

    The church has immense resources in India and it has the biggest land bank after the government of India. But, there is no monitoring authority. If Hindus temples are regulated by Devasthanam Act, Muslims by the Waqf Board and Sikhs by SGPC, then why not there should be a monitoring authority for church as well. Poor Christian Liberation Movement (PCLM), an organisation working for the equal rights of converted Christians in India constantly struggling to introduce a regulatory system for the Church. According to a Kerala High Court judgement, the Vatican can only be a caretaker of the Church property by the Canon Law and this property should be used only for welfare of Christian communities. So, why not church spends this amount on the welfare of Poor Christians? It has always abdicated from its responsibility.

    The Catholic Church runs 480 colleges, 63 medical colleges, 9500 secondary schools, 4000 high-schools, 14000 primary schools, 7500 nursery schools, 500 training schools and 260 professional institutes. If protestants-run institutions are added, the number will reach to 50,000.

    How many Dalit Christians out of figure stated above are Dean or Principal of these institutions? How many Dalits are doctors? And, how many of them are at the top position/rank in the Church-run social organizations. As far as Dalit Christian’s representations in Churches are concern, it is inexplicable. There is no Dalit cardinal in India, however out of 175 Bishops; there are only 9 Dalit Bishops. There are 1122 Dalit priests out of total 25000.
